Humanitarian Scorecard: Six Months In, Gaza Ceasefire Is Failing

Joint humanitarian scorecard by Norwegian Refugee Council, Danish Refugee Council, Oxfam, Refugees International, and Save the Children evaluating the Trump administration's October 2025 Gaza ceasefire plan as endorsed by UN Security Council Resolution 2803, 6 months after implementation. The scorecard assesses progress against the plan's own stated objectives on civilian protection, humanitarian access, reconstruction and economic development, and freedom of movement and return, finding these objectives are not being met. At least 2 children a day have been killed or injured in the 6 months since the ceasefire. A rigorous multi-organization assessment recommended for researchers, policy analysts, and advocates tracking ceasefire implementation, as the scorecard format and five-organization authorship provides an authoritative NGO benchmark of ceasefire performance against its own stated objectives.
