Oxfam report from the first two weeks of the October 2025 ceasefire, documenting arbitrary Israeli rejection of life-saving aid shipments despite the ceasefire agreement and a new restrictive international NGO (INGO) registration process. Between October 1-21, 2025, 17 INGOs had urgent shipments denied entry into Gaza, with 94% of all rejections given to INGOs. Three-quarters of denials were issued on the grounds that organizations are 'not authorized' to deliver humanitarian aid into Gaza. 41 organizations operating in Gaza called on Israel to uphold its ceasefire commitments.
